Genesis 14:20 And blessed be the most high God, which hath delivered thine enemies into thy hand. And he gave him tithes of all.
God had given Abraham victory. He then meets Melchizedek and gives him tithes of all. This tithe is given long before God gave Israel its law. This tithe was not a tax for the Israeli government. This tithe was not to take care of the temple. This tithe was to recognize that God had given Abraham victory.
