II Kings 8:12 And Hazael said, Why weepeth my lord? And he answered, Because I know the evil that thou wilt do unto the children of Israel: their strong holds wilt thou set on fire, and their young men wilt thou slay with the sword, and wilt dash their children, and rip up their women with child.Elisha knows what God’s will is. He also knows that horrible things are about to happen. He knows that Hazael will be king and that he will bring much destruction. Elisha knowing this before hand doesn’t mean that Elisha planned it or made it happen. It simply means that he knew what was going to happen. God knows what is going to happen. That doesn’t mean that He plans it or makes it happen. Don’t read more into a story than is there. God knows everything, God is in control. There is no evidence, at all, that God makes it all happen.
