Leviticus 24:22 Ye shall have one manner of law, as well for the stranger, as for one of your own country: for I am the LORD your God.
God was explaining to his people His laws. He wanted them to treat everyone alike. If a Jew hurt someone that was a stranger, a foreigner, it wouldn’t matter the penalty for their sin would be the same. God wanted His laws to be fair. Just because the person wasn’t a citizen it did not give the citizen extra rights.
I want to be sure that I treat people right. I want to be sure not to allow racism, nationality, or anything to make me think that I have a right to mistreat anyone.
